Every day, every hour and minute people die from terrorists. The U.S. Department of State figures reported 14,602 deaths caused by extremists in 2005 throughout the world. Obviously, terrorism became global and people may suffer from it in almost every corner of the world: Israel, Saudi Arabia, Iran, Iraq, Egypt, Turkey, Russia, USA, Algeria, Indonesia and European Union countries. Many other countries and regions are exposed to terrorist’s attacks also – there is no place to hide from them. People are afraid of going into the streets and they are afraid of staying at homes. People are afraid of visiting public and crowded places because terrorists prefer places of high people concentration for blowing bombs, cars, buildings etc so as to maximize the number of the victims. Terrorists do not care about civilians, women and children. They do not think about reasons for murdering innocent people and thus nobody can be in a safety until such ‘fiends’ threaten the earth’s population. The reasons for terrorists’ attacks are quite different. Some extremists struggle for national identity or religious beliefs, some strive to frighten the population and come to power, others kill because of international strife or religious attribute. For examples some extremist branches of Islam claim that it is good to kill the followers of other religions. Moreover, some of them consider that it is not good only but also a holy obligation of each Muslim. Those Muslim believers, who die while working on the fulfillment of their holy obligation and killing ‘unfaithful’, will surely benefit eternal life, favor the Allah and spiritual leaders, probably.
It is a common practice for terrorists to conceal and motivate people murdering by deliberately incorrect Quran interpretations. By such misinterpretations of Moslem Holy Writing extremists are able to draw new executors which will be glad to favor Allah by sacrificing their lives and getting rid of infidels. But there was no such a practice when the leader of terrorists sacrificed his own life for the sake of favoring Allah ever. Indeed, all educated Muslims know that Quran does not encourage violence or allows killing innocent people. Even on the contrary – Quran promotes love, peace and tolerance. An important note: it is absolutely not true that all the terrorists are Muslims; there are many Christian terrorists also. Clearly, religious motives are very good and effective to conceal the real motives of terroristic killing. Nowadays terrorist organizations constantly multiply and attract new members throughout the world. Each time special services kill one of their leaders they answer with more cruel and bloody actions. Apparently, the forces are not equal and it is too difficult to withstand millions of religious fanatics. Extremists are not tied up with any declarations or limits. They can apply all the measures available – explosives, fire-arms, chemical weapons and even nuclear armaments if they could get them. Special services operate under certain framework and their means are humanistic ones, their means are limited by Human Rights Act and many other limitations. For instance, terrorists have the same rights as usual people do – the right for defence, suffrage, the right to keep silence etc.So as to balance the resistance to terrorists special services need some trumps. Personally, I consider that under certain conditions police and special services should be authorized to apply torture in order to save innocent people from a slaughter. The benefits of applying torture on terrorists are quite obvious: access to elusive information, psychological barriers for potential terrorists which want to replenish the forces of extremists and in future many terrorists will share information voluntarily. Unfortunaly, it is impossible to resurrect victims of terrorism, find the proper words to sympathize and comfort those who lost family, close friends or relatives. But it is possible to prevent many acts of terrorism from being fulfilled. Moreover, the world community must provide all necessary measures to prevent the new killings. There is no doubt terrorists can have lot of information that can be very helpful in preventing new massacres, arresting the leaders and members of terrorist organizations, finding companies and organizations that finance terrorists. Evidently, terrorists will not make a frank confession voluntarily and tell everything they know so as to make a contribution into the world’s struggle against extremism. But there are cases when fighters for peace need some elusive information and the deadline is coming soon. E.g. when there were some extremists arrested and the next day Arabic TV channels broadcast the speech of extremists’ leader who proclaims that there are new upcoming terrorist acts. There is a significant probability that arrested extremists may have important information about the upcoming actions, their organizers, organizations that finance and donate these actions etc.
All this may help in preventing forthcoming killings but police do not have legal authority to get necessary information using torture or psychic preparations from suspects. If the world community will allow applying torture on these evildoers the new victims can be saved successfully. Terrorists are merciless to people and thus we have the full right to treat them in the same way. After the tragic incident on 11th September 2001 USA declared a war against terrorism and its accomplices. Many countries supported operation in Iraq and in response Islamite extremists initiated a new wave of terror in Europe and Arabic countries. Police and Interpol arrests executors, but can not arrest and even find the leaders of terrorist organizations which direct the actions of ordinary extremists. Often arrested terrorists know something about their leaders, their location, plans, contacts and intercommunications. This information can be useful to prevent many bloody incidents and save lives of many people. But arrested terrorists are tough cookies as a rule and do not want to speak. I consider it would be absolutely normally to torture those people in order to get information from them because such people neglect the most precious thing in the world – human life. Those people do not care whom do they kill – children, parents, brothers, women, old people and civilians. Despite everything they have the same rights as all people have – the right of defence, suffrage, the right to keep silence etc. When the guilt of a suspect in terrorism is obvious and irrefutable the suspect should be exposed to torture or psychic preparations and all useful information must be received. It would be absolutely morally and justly relative terrorists because they do immoral and hellish actions, neglect all social values and traditions without a twinge of conscience. Further, torture will decrease the number of volunteer which desire to enter the movement of extremists. It will serve as an entry barrier on the psychological level. Surely there will be much less people who wittingly will replenish the forces of terrorists because everybody is afraid of pain and torture somewhere in the subconsciousness. Of course there are lots of fanatics which will not care about potential consequences of becoming a terrorist but there are also lots of those who will. When arrested terrorists know that they can be tortured they will be more compliant and in many cases they will share their knowledge without serious measures. It will be enough to demonstrate the full seriousness of the expectancies to them and surely many of them will start talking. Then special services can use terrorists as double agents so as to obtain new information channels also in case of voluntarily confession.
Of course torture is not a humanistic feature and there are many social institutions that fight against such measures and other issues that violate the Act of Human Rights. They can use hundreds arguments to prove their rectitude even concerning the question of torture on terrorists. Clearly these arguments make sense but I think that extremists which kill innocent people without reasons and mercy can not be justified by any of world religions. Regardless inhumane nature of torture I consider it should be applied to terrorists only in cases when their guilt or respect to terrorist actions is irrefutable.
